he large amount of research conducted and education imparted in various institutions of higher education in Pakistan is found to be primarily theoretical while the training imparted to the government to its employees, though practical, does not meet the rigor of the modern day cutting-edge theory and research. PASARC was founded to bridge this gap between theory and practice in public and non-profit administration and policy.
