With an over-arching aim of reducing and eliminating damage to lives, property and the way of living, this training project aims to achieve the following specific goals:
- Informing future and current civil servants about the theory and practice of DRR 2 – Sensitizing the civil servants about prioritizing DRR in policy formulation and implementation.
- Educate civil servants about how to manage disaster once it hits
- Teach about strategies of disaster risk prediction to better manage disasters 5 5– Inform about the techniques of reducing risk and damage from disaster
- Initiate dialogue about implementing sustainable development and green growth to provide healthier more fulfilling lives to people.
- Refresh this knowledge among civil servants at various stages of their career (initial, mid-career, senior.
Explain the activities to be carried out by PASARC
- Civil servants of Pakistan entering the service through the Central Superior Services (CSS) exams undergo a number of trainings during their careers. These officers are selected through a highly competitive procedure, and are assigned to different occupational groups on the basis of merit-cum-choice. Initially they are inducted in the service at Basic Pay Scale (BPS) – 17.
- Once assigned to their respective groups, all officers of all occupational groups, prior to starting active service, are trained together, at the Civil Services Academy, Walton Campus in Lahore in the Common Training Program (CTP). Once they graduate from this training they undergo Specialized Training Programs (STP) separately for their respective occupational groups. Once they finish their STP, they are posted at the executive level management tier of the government. At this stage of career their responsibilities are focused on policy implementation; and have very little to do with policy formulation. As they progress in their careers, the foci of their responsibilities shift gradually from policy implementation to policy formulation.
- After 5 years of their service, they are promoted to BPS – 18.
- For their promotion to BPS – 19, they undergo another training called the Mid-Career Management Course (MCMC), whose focus is also primarily on the tactical-operational aspects of the job, since, even at that stage the civil servants are primarily concerned with policy implementation, however, starting at this they gradually become more involved in policy formulation and mostly work as Additional Secretaries in various provincial departments.
- For promotion to BPS – 20, they undergo another training called the Senior Management Course (SMC). This training is inclined more toward aspects of policy formulation as opposed to policy implementation.
- For promotion to BPS – 21, they have to pass the National Management Course (NMC), which is almost all about policy formulation.
It is therefore important that modules of DRR are included in all the above-mentioned trainings, in o order to achieve the aims and objectives mentioned above. - However, for the purpose of this particular project, it is proposed that DRR training may be initiated at the initial stage of CTP (Common Training Program) and gradually developed for all stages of trainings undergone by the civil servants.
This will include the following activities:
- Developing training modules for four sessions of training (each session of
minutes), in consultation with experts from PASARC and from abroad, in the following four categories:
Climate Chang e (including HFA)
Disaster Risk Financing
Disaster Risk R education (DRR)/Mitigation-Prevention
Disaster Risk Management (DRM)
The modules shall incorporate lectures, discussions, case studies, simulation exercises, documentaries an d brain storming sessions - Identifying experts from Pakistan and abroad to deliver these modules 3– Developing student feed-back survey
- After 5 years of their service, they are promoted to BPS – 18.
- Executing deliverance of the 4 modules at Civil Services Academy, Walton
Campus, Lahore, distributed over a period of 2 weeks - Obtaining and analyzing students feedback on the survey developed in step 4, for further improvement of modules in the future
